They're handling foreign languages with an extremely positive attitude which makes them probably the best foreign language speakers in Europe. Don't expect miracles from official institutions employees who got there based on anything else but their skills, however you don't need to worry about personel from hotels, restaurants, taxi drivers and even people passing on the street who will usualy gladly answer tou your questions in a fairly good english (french, german, italian, spanish or hungarian if you are in Transylvania).

You have better chances with young Romanians if you want to communicate in English as almost all of them speak it good enough to be able to give you dirrections.
